Simmons spoke at the Capitol on Tuesday, February 14, 2017, with Keila Adams of Mississippi Relay Service, which provides free of charge electronic devices to help deaf and hard of hearing people communicate by telephone. Simmons was trying to set up a time when Mississippi Delay Service could come to his district to help his constituents.
